The Hazardous Waste Legislation Guide is a free, British Columbia, provincial publication, revised in 2016, that outlines in detail policies and procedures to be followed for the handling and management of hazardous wastes in BC. The guide is roughly 150 pages and goes into great detail on everything from how hazardous waste is defined to the penalties for not following the rules. Below, we will mention some of the more notable parts of the document.
Registration
In the context of this document, registration refers to both the person or persons who are doing any kind of cradle-to-grave handling of a prescribed amount of hazardous waste must be “registered” with a director, and, also the waste, itself, must be registered. The point here is that careful documentation is required for any handling of hazardous waste. Furthermore, exactly what is defined as hazardous waste and how much of said waste is required for documentation and registration to be required is also defined.
Containers
There is a section on containers, or how does one contain said hazardous waste while it is being compiled, while it is being transported, and when it is then disposed of. The beauty of this kind of document is that nothing is left unsaid. The province is very clear about how hazardous waste is to be managed as it is removed and transported. Even labelling and marks of certification on containers are addressed in this section.
Spills and Other Emergencies
There is a large section on spills and other emergencies. What is interesting, here, is that while in most cases, thankfully, the handling and management of hazardous waste is usually a carefully planned for and anticipated procedure, this is not always the case. The province recognizes that different rules may be needed when the handling is of a sudden and accidental situation.
The document, Hazardous Waste Legislation Guide, is free and easily found online where it can be read or downloaded for future reference. It is required reading for anyone in the business of managing hazardous waste.
